The Campaign has been asking DCC to reopen the short stretch of cycle path between Hady Hill and the Riverside path adjacent to where the new flats have been built. This path has been closed for over a year. Their response is that contactors(builders) are still on site and the path will not reopen until they leave.

I'm not familiar with the precise location of this path, but I presume you're talking about those new flats near the Hady Hill/Picadilly Road traffic lights?
Is there still a developers' sign up on the site, or do you know who the developers are? Perhaps it might be worth contacting them - ask how long they expect to remain on the site, and explain the problem with the cycle route.
Did the Council need to issue an official 'right-of-way closure' order (or whatever they are called) when the development started? When I've seen them published in the newspaper, they usually have a cutoff date. Is the order that was issued still in force?
