I've found the when I use this editor and I hit the return key a couple of times to start a new paragraph everything looks ok but once saved the return key strokes don't appear to have been accepted so I end up with one big paragraph .....is it me?

No, it's not you.  I've just checked how the editor works for User accounts and it does exactly what you say.  I've never noticed it before because the Admin account doesn't have this problem.

I've checked the setting that I thought controlled it and it looks okay, so it must be something else!  I haven't got time to look at it in detail today, but when I've sorted it out I'll let you know.

The line break problem should be fixed now.

If you press 'Return' you will get a full paragraph break (ie. with a blank line after it) and if you press 'Shift+Return' you will get a line break.

If it still doesn't seem right, please let me know.
